Banaryos is commander of the Crimson Horrors peltast regiment that forms much of the Pavis Lunar Garrison.
Lunar Authorities
The most important public officials in Pavis now are the Lunar authorities. Although there is still a Mayor and Council, everyone knows that the real decisions are made by the Lunar governor, the Lunar military authorities and the Lunar religious leaders.
Bor Eel is Sor Eel's half brother and acts as his vizier, handling the running of the Lunar administration (as opposed to the civic administration, which is formally separate but in reality subordinate).
Gimgim the Grim is a shadowy figure, responsible for intelligence gathering in Pavis and Prax, as local head of the Emperor's Spoken Word. Few have ever seen him unmasked, and he is believed to have a huge network of spies throughout the region.
Jorjar is Constable of Pavis, another position that is responsible to the Mayor, but was in effect appointed by Sor Eel. The Constable is responsible for law and order within the city, and commands both the Day Warch and the Night Warch.
Jorjar previously lived in Adari, and the innovation he has brought from there is the use of trollkin for the Night Watch. This has proved unpopular with both the former members of the Night Watch who are now unemployed from what was a fairly cushy number, and from the Pavis underworld, who don't appreciate the more active approach the trollkin are taking to patrolling the city by night, and their ability to see well in darkness.
Jotoran is the Logothete of the City - effectively in charge of the civic administration. This is a newly created role, nomally reposible to the Mayor, but in actuality appointed by Sor Eel in order to take the control of the civic administration out of the hands of the Mayor without completely replacing it.
Jotoran is a career bureaucrat from Raibanth, and hates being assigned to Pavis. He regards Pavis as an uncivilised backwater, and everyone around him as uncultured barbarians, and longs for the day he can return to Raibanth. He makes no effort to hide his distain for the locals, and vents his frustration by being as inflexible and jobsworthy as he can be. He is too much of a respecter of the Lunar Way to be corrupt, or to break the laws to irritate people, but he uses over-zealous application of the laws to make life hell for those around him.
Radak, known as the Iron Centurion, is captain of Sor Eel's personal bodyguard.
He is a Sword of Yanafal Tarnils.
Sitzmag Redmoon commands the detachment of Antelope Lancers that form part of the Pavis Garrison.
He is from a noble family ofthe Hungry Plateau, and is a Sword of Yanafal Tarnils.
Sor Eel is the Lunar Governor of Pavis and Count of Pavis County. He is Pelorian by origin, a member of a wealthy and important noble family in the Lunar Empire. The position of Governor is a prestigious one in the Lunar political hierarchy; the location of Pavis, in the middle of the Praxian wastes, is not. This is, despite its military importance as holding open the only current Lunar route to the Middle Sea, not somewhere that is going to lead to rapid elevation and promotion.
Despite this, Sor Eel is genuinely attentive to his duties and makes the best of the opportunity he has been given. He is genuinely interested in the local people and cultures even if, like most Pelorians, he instinctively looks down on them as uncultured barbarians. He is determined that under his leadership, Pavis will become a beacon of Lunar culture and civilization in this benighted land, and he will be rewarded by the Red Goddess herself for his work to advance the Lunar cause.
He is also fascinated by the ruins of the Big Rubble, excited by how much is still present from the Empire of the Wyrms' Friends. He sponsors expeditions into the Rubble and regulates the activities of others who venture into it, demanding the right to take, at a fair price, any artefacts that are discovered there that belong to earlier civilizations and that could be of use to the Lunar Way.
None of this means that Sor Eel is in any way a soft touch. He has no time for those who fight against the inevitability of the triumph of the Lunar Way, and will not hesitate to have imapled those who disturb the peace or try to rise up against the Lunars out of some sense of misplaced honour or hankering after old gods.
