Sor Eel is the Lunar Governor of Pavis and Count of Pavis County. He is Pelorian by origin, a member of a wealthy and important noble family in the Lunar Empire. The position of Governor is a prestigious one in the Lunar political hierarchy; the location of Pavis, in the middle of the Praxian wastes, is not. This is, despite its military importance as holding open the only current Lunar route to the Middle Sea, not somewhere that is going to lead to rapid elevation and promotion.
Despite this, Sor Eel is genuinely attentive to his duties and makes the best of the opportunity he has been given. He is genuinely interested in the local people and cultures even if, like most Pelorians, he instinctively looks down on them as uncultured barbarians. He is determined that under his leadership, Pavis will become a beacon of Lunar culture and civilization in this benighted land, and he will be rewarded by the Red Goddess herself for his work to advance the Lunar cause.
He is also fascinated by the ruins of the Big Rubble, excited by how much is still present from the Empire of the Wyrms' Friends. He sponsors expeditions into the Rubble and regulates the activities of others who venture into it, demanding the right to take, at a fair price, any artefacts that are discovered there that belong to earlier civilizations and that could be of use to the Lunar Way.
None of this means that Sor Eel is in any way a soft touch. He has no time for those who fight against the inevitability of the triumph of the Lunar Way, and will not hesitate to have imapled those who disturb the peace or try to rise up against the Lunars out of some sense of misplaced honour or hankering after old gods.
