Guildmaster of the Riverman's Guild, and member of the City Council. On the City Council, he is head of the 'Imperials' faction, who accept the Lunar occupation and are keen to do business with them, feeling that integrating Pavis into the wider Lunar trade system will lead to a long term increase in prosperity and peace.

Kolli the Portly is an Issaries initiate and a member of the City Council.
He is popularly regarded as being the richest man in Pavis.
He is the leader of the 'City Peacers' faction on the City Council, who want to live in peace with the Lunars and welcome the increase in trade and wealth that has accompanied the Lunar occupation.
He owns Honest Kolli's Artefacts on the south-west corner of the market place.
Duke Raus of Rone is a Lunar aristcrat from the Heartlands and head of the House of Rone. It seems that the House of Rone was on the losing side of the one of the infamous Dart Wars that are so common amongst the Lunar aristocracy. As a result, he has been banished to the plains of Prax and given a large region of the valley of the River of Cradles south of Sun County to develop for Lunar settlement. He spends much of the year in the south but also maintains a house in Pavis on {;n:Parade Way} where he spends time as well when he needs to recruit new mercenaries or arrange for supply trains.
He has been a keen hirer of mercenaries in Pavis for the last few seasons - he is reputed to be a fair employer and offer decent wages.
Self styled King of Pavis (i.e. the Rubble) and official Captain of the Pavis Royal Guard, Hargran is an ex-bandit who was raised to this position by the Lunars after they disbanded the Pavis Survivors and exiled the ruling family of the Pavis zebra folk into the Wastes. The Pavis Royal Guard is theoretically responsible for maintaining security in the Rubble, which is manifestly an impossible task, and especially for the motely band of ruffians that Hargram commands (mainly his old bandit gang). Instead they occupy Zebra Fort and charge tolls on anyone wanting to cross the North Bridge (at a hefty premium over the official tolls), and also provide escorts for those travelling to the Real City or elsewhere in the human occupied part of the Rubble (again at steep rates, but if you don't pay, you are liable to be attacked and robbed by bandits, who may bear an uncanny resemblance to the members of the Pavis Royal Guard).
Kalf Hadelsin is the High Priest of Gustbran, God of the Forge and Kiln, in Pavis. He is also the Guildmaster of the Redsmith's Guild.
He lives in his smithy in Suntown (S-97)
Krogar Wolfhelm is an Orlanthi Wind-Lord and the most prominent 'free' Orlanthi in New Pavis. He has been known to 'take-over' worship ceremonies at the Orlanth Temple from Falkitus the Good, the Lunar appointed High Priest of Orlanth in Pavis. He does this irregularly enough that no one can predict when he is going to do it to stop him pre-emptively. Like any good Orlanthi, he is always in motion, and therefore very hard to pin down to a pattern of behaviour. Despite this reputation as a trouble-maker, the Lunar Authorities seem to have decided that it is better to have him as a minor irritant in their side than to turn him into a martyr for the cause, or expel him and risk him causing trouble where they can't keep an eye on him.
Krogar is the figurehead for the 'moderate loyalist' Orlanthi faction in Pavis - he is equally disliked by both the 'Lunar Orlanthi' (led by Falkitus) and the more hot-headed 'extreme loyalist' Orlanthi faction, who despite him as being too accommodating with the Lunar Authorities.
He is usually found either at Gimpys or in the Humakt Temple where he teaches sword.
Head of the Garhound family. He normally resides in Garhound, in Pavis County and is Shire-Reeve of the southern part of Pavis County. He is a citizen of Pavis, and when in the city resides in Garhound Manor on Rich Hill.
Head of the Indagos Family and Shire-Reeve of eastern Pavis County. He normally resides at Indagos, but also has a mansion on Rich Hill in Pavis.
Benderri is the current Son of Pavis (High Priest of the Pavis cult). He presides over a priesthood that is at its full complement of one Son of Pavis and six Daughters of Pavis fro the first time since Jaldon Toothmaker bit away the city wall, centuries ago.
Benderri is an old man. He sits on the City Council by right, as Son of Pavis.
It is thought that he favours marrying Pavis into the Lunar Pantheon in order to assure the city of full rights within the Lunar Empire.

Lunar Authorities
The most important public officials in Pavis now are the Lunar authorities. Although there is still a Mayor and Council, everyone knows that the real decisions are made by the Lunar governor, the Lunar military authorities and the Lunar religious leaders.
